How the UAE and Cyprus compare at a glance

The UAE has no personal income tax. No income tax on employment, no tax on dividends, no tax on interest, no tax on capital gains. Cyprus non-dom also charges 0% on dividends, interest, and share gains — so on passive income, the two jurisdictions are identical. The difference is on employment income: the UAE charges 0%, Cyprus charges up to 35%.

This makes the Cyprus-UAE comparison unusual. Most country comparisons show Cyprus as the cheaper option. Here, the UAE is cheaper on personal tax — but Cyprus offers things the UAE cannot: EU membership, a double tax treaty network of 65+ countries, the IP box regime at 3%, participation exemption on dividends, and corporate substance that holds up under BEPS scrutiny. The question is not which is cheaper, but which serves your structure.

What these numbers mean in actual money

The calculator below shows what happens when you move income between the two. For someone whose income is entirely passive — dividends, interest, capital gains — the result is zero in both places. The calculator is most useful for someone with employment income: it shows the cost of running that employment through Cyprus instead of the UAE, offset against the corporate and treaty benefits.

For business owners, the comparison shifts to corporate tax. The UAE introduced a 9% federal corporate tax in June 2023 on profits above AED 375,000 (approximately €93,000). Free zone companies may retain 0% on qualifying income. Cyprus charges 15% across the board, but the IP box regime reduces qualifying IP income to an effective 3%, and the participation exemption gives 0% on qualifying dividends received. For an IP-heavy business, Cyprus can be cheaper than the UAE even at the corporate level.

Cyprus income tax uses 2026 bands (0% to €22k, 20% to €32k, 25% to €42k, 30% to €72k, 35% above). Non-dom = 0% SDC on dividends and interest. Cyprus does not tax gains on share disposals. Social insurance 8.8% capped €62,400; GHS 2.65% capped €180,000. Figures are indicative — get a modelled calculation before deciding.

Where the real difference is for someone leaving the UAE

For someone moving from the UAE to Cyprus, the dominant difference is the cost of employment income. The UAE charges 0% personal income tax; Cyprus charges up to 35%. If you are employed and earn €200,000, the UAE takes nothing; Cyprus takes approximately €55,000 in income tax plus €14,000 in social insurance and GHS. That is a real cost — €69,000 per year — and it is the price of Cyprus residency.

But the calculation changes when you look at what Cyprus offers that the UAE does not. Cyprus has a double tax treaty with 65+ countries. The UAE has treaties with approximately 140 countries but many are newer and less tested. For a business that needs to repatriate profits, receive dividends from multiple jurisdictions, or license IP globally, the Cyprus treaty network and the participation exemption can make the effective corporate rate lower than the UAE's 9% — 0% on qualifying dividends received, 3% on qualifying IP income.

The IP box regime is the key differentiator. Cyprus taxes qualifying IP income at an effective rate of 3% — less than the UAE's 9% corporate rate. For a software company, a fintech, or any business with significant IP, Cyprus can be cheaper at the corporate level despite the higher headline rate. The UAE has no equivalent IP regime. A business with €1,000,000 in qualifying IP income pays €90,000 in the UAE and €30,000 in Cyprus — a €60,000 annual saving for the Cyprus structure.

VAT is the other factor. The UAE charges 5%; Cyprus charges 19%. For B2C businesses or businesses with significant local input costs, the higher Cyprus VAT means less input VAT recovery and higher consumer prices. For B2B businesses exporting services outside the EU, Cyprus VAT does not apply (zero-rated), making the difference irrelevant.

The three-way split matters

Not everyone qualifies for non-dom. The domiciled column above shows what Cyprus looks like without the SDC exemption — still competitive, but dramatically less so. The non-dom column is where the real saving lives, and it requires a separate application after you establish residency.

Do you still owe tax at the UAE?

The UAE does not levy personal income tax, so the question of "still owing tax" is different from most countries. There is no UAE income tax to owe. But the UAE has introduced a 9% corporate tax from June 2023, and if you own a UAE company, that company continues to be subject to UAE corporate tax regardless of where you live. Breaking UAE residency means you are no longer personally resident there, but your UAE company remains taxable in the UAE.

The key question for UAE residents is not "do I owe tax at home" but "does my structure still work." If you have a UAE free zone company and you move to Cyprus, the company needs substance in the UAE to maintain its tax residency and free zone benefits. Without real office, employees, and board meetings in the UAE, the company risks being treated as a shell — and its income could be attributed to you personally in Cyprus, where it would be taxed at up to 35% (employment) or 0% (dividends as non-dom).

The UAE-Cyprus treaty, signed in 2019 and in force, provides for 0% withholding on dividends, 0% on interest (with a 5% rate available), and 0% on royalties (with a 5% rate available). This means that if a UAE company pays dividends to a Cyprus resident, there is no UAE withholding. As a Cyprus non-dom, you pay 0% SDC on those dividends. The income flows tax-free from the UAE company to the Cyprus resident.

For UAE residents who are not citizens, the main consideration is visa and residency. When you cancel your UAE residency visa, you lose the right to live in the UAE. You can still visit on a tourist visa, but you cannot maintain a UAE company or bank account without a residency visa in most cases. Plan to transfer your business operations and banking before cancelling the visa.

2026 reform — Cyprus 60-day rule

From 2026, the Cyprus 60-day rule no longer requires that you not be tax resident in another state. You can be resident in the UAE under its domestic rules and still qualify as Cyprus tax resident under the 60-day rule. The double tax treaty tie-breaker determines which country has primary taxing rights, but Cyprus residency — and non-dom status — is established by the 60-day rule alone.

The the UAE–Cyprus treaty

The UAE-Cyprus double tax treaty was signed in 2019 and is in force. It follows the OECD model. The tie-breaker for dual residents is: permanent home, then centre of vital interests, then habitual abode, then nationality. For someone who moves from the UAE to Cyprus with their family and establishes a permanent home in Cyprus, the tie-breaker resolves to Cyprus. But maintaining a UAE residence and spending significant time there could keep the centre of vital interests in the UAE.

On withholding, the treaty is generous: dividends 0%, interest 0% (with a 5% rate available), royalties 0% (with a 5% rate available). In practice, most passive income flows from the UAE to Cyprus with no withholding at all. This is one of the most efficient treaty positions available — a UAE company can distribute dividends to a Cyprus holding company or individual at 0% withholding, and the Cyprus recipient pays 0% SDC as a non-dom.

The treaty also covers employment income, business profits, and shipping/air transport. Employment income is taxable in the state where the employment is exercised, unless you spend fewer than 183 days in the UAE and are not paid by a UAE employer. Business profits are taxable only in the state where the business has a permanent establishment.

For corporate structures, the treaty combined with the Cyprus participation exemption is powerful. A Cyprus holding company receiving dividends from a UAE subsidiary pays 0% withholding in the UAE and 0% corporation tax in Cyprus (participation exemption on qualifying dividends). If the Cyprus company then distributes to a Cyprus non-dom individual, the individual pays 0% SDC. The entire chain — UAE operating company to Cyprus holding company to Cyprus individual — can operate at 0% on dividend distributions.

Exit cost checker

What leaving the UAE actually costs

No formal exit tax

The UAE does not levy an exit tax. When you leave, you cancel your residency visa and deregister from the Federal Tax Authority if you are VAT-registered. There is no deemed disposal or unrealised gains charge.

No exit tax charge
End-of-service gratuity

If you are employed in the UAE, your employer owes you an end-of-service gratuity calculated as 21 days of basic salary per year for the first 5 years, and 30 days per year thereafter (capped at 2 years salary). This is payable on departure and is tax-free. You lose it if you leave before completing 1 year of service.

21-30 days salary per year of service
Visa cancellation and clearance

You must cancel your residency visa through your employer or sponsor. This requires clearing any debts, returning the Emirates ID, and obtaining a clearance certificate. The process takes 1-2 weeks. Without cancellation, your visa remains active and you remain a UAE resident for tax purposes.

Administrative only
Corporate deregistration

If you own a UAE free zone company, you must deregister it or transfer ownership before departing. Striking off a company can take 3-6 months and may involve outstanding licence fees. An active UAE company with no substance may attract scrutiny from both the UAE and Cyprus tax authorities.

Licence fees + deregistration costs
Free zone substance requirements

If you operate through a UAE free zone company and move to Cyprus, the company must maintain economic substance in the UAE — real office, real employees, real board meetings. A shell company with no substance risks being disregarded for tax purposes, with the income attributed to you personally in Cyprus.

Ongoing substance costs if retaining company
Bank account closures

UAE banks may freeze or close accounts when you cancel your residency visa. Some require you to maintain a UAE residency to keep the account open. Plan to transfer funds before visa cancellation. Non-resident accounts exist but have higher fees and lower limits.

Potential account disruption
Exit costs depend on your assets, citizenship, and the timing of your move. The tax year in the UAE may not align with the Cyprus calendar year (1 Jan–31 Dec), creating a part-year mismatch. Get a modelled exit plan before you move — the timing of departure can change the outcome by tens of thousands.

What it takes to actually move from the UAE

UAE residents moving to Cyprus need to consider their nationality. Non-EU nationals (including most GCC and many expat UAE residents) need a visa to live in Cyprus. The most common routes are: a work permit through a Cyprus employer, a Cyprus company directorship (requires company formation and substance), or one of the Cyprus immigration permits (for investors or the self-employed). EU nationals can move freely and register within four months of arrival.

The timing is less complex than moving from the UK or Italy because the UAE does not have an exit tax or a temporary non-residence rule. You cancel your UAE residency visa, deregister from the Federal Tax Authority if applicable, and arrive in Cyprus. The Cyprus tax year is the calendar year, and you can qualify as resident from the day you arrive under the 60-day rule if you meet the conditions: 60+ days in Cyprus, under 183 in any other single state (including the UAE), a Cyprus business tie, and a permanent residence.

If you have a UAE company, you need to decide: keep it, transfer it, or close it. Keeping it requires maintaining substance in the UAE — real office, real employees, real board meetings — to preserve its tax residency and free zone benefits. Without substance, the company risks being treated as a shell. Transferring ownership to a Cyprus holding company is often the cleanest route: the UAE company becomes a subsidiary of the Cyprus company, dividends flow up at 0% withholding under the treaty, and the Cyprus company benefits from the participation exemption.

Once in Cyprus, apply for non-dom status. This requires evidence that your father was not domiciled in Cyprus — straightforward for most UAE residents. Non-dom lasts 17 years and exempts foreign dividends, interest, and (combined with Cyprus's general CGT exemption) share gains from SDC. Register for social insurance (8.8% on employment up to €62,400) and GHS (2.65% up to €180,000). File your IR1 by 31 July of the following year.

Common mistakes

Mistakes to avoid

🏢
Keeping a shell UAE company

Without real substance (office, employees, board meetings), a UAE free zone company risks being treated as a shell. Its income could be attributed to you personally in Cyprus, taxed at up to 35%.

💳
Not planning bank account transfers

UAE banks may freeze or close accounts when you cancel your residency visa. Transfer funds before visa cancellation to avoid disruption.

📋
Ignoring corporate deregistration

If you own a UAE company, deregistering or transferring it can take 3-6 months. An abandoned company may attract scrutiny from both UAE and Cyprus tax authorities.

🧮
Comparing only personal rates

The UAE has 0% personal tax; Cyprus has up to 35%. But Cyprus has the IP box at 3%, participation exemption at 0%, and 65+ treaties. Compare the total effective rate including corporate, not just personal.

🛂
Confusing UAE residency with nationality

Your UAE residency does not determine your visa rights in Cyprus. Your nationality does. Non-EU nationals need a visa regardless of how long they lived in the UAE.
